Dog Barking: An Annoying Thing

There is a vociforous hound next door and I could have sworn for ages that they called her "Greta."

E v e r y  single time the dog barks, they yell, "Greta!"

Bark.

"Greta ... STOP barking!"

Bark. 

"Greta!"  

Bark. 

Getting closer to their yard, today I overheard them yell, "Todo!"

Bark.

They go in circles. Either the dog is barking back, "My name ISN'T 'Greta' or they have a new dog whose name is 'Todo'."

In any event, the bark of the dog is incessantly followed by the bark of a human.

I don't know who needs behavior training the most.
